Troy Milnthorp is a Senior Director in Eckler’s largest pension consulting practice, based in Saskatchewan. With more than 25 years of experience spanning both consulting and senior plan sponsor leadership, Troy brings a rare and deeply informed perspective to helping clients navigate the evolving realities of pension governance, risk management, and long-term plan sustainability.
Before joining Eckler, Troy spent nine years as the Senior Managing Director of Corporate Fund Services at the Saskatchewan Teachers’ Federation (STF). In that role, he oversaw all pension, benefits, and investment programs for teachers across the province—experience that gives him firsthand insight into the challenges plan sponsors face every day. From managing funding volatility to balancing stakeholder expectations, Troy understands not only what pension sponsors need to consider but also why certain decisions are complex, sensitive, and high stakes.
