Troy Milnthorp
Eckler is pleased to welcome Troy Milnthorp, FSA, FCIA, ICD.D, as Senior Director, Pensions in our national Pension & Benefits Consulting practice. Joining on February 23, 2026, Troy becomes our latest hire in Saskatchewan, a priority growth market as we continue expanding our presence in Western Canada.
With more than 25 years of experience spanning consulting and senior plan‑sponsor leadership, Troy brings a rare combination of actuarial depth, governance expertise, and firsthand knowledge of the challenges organizations face in today’s evolving pension landscape. Most recently, Troy served as Senior Managing Director of Corporate Fund Services at the Saskatchewan Teachers’ Federation, overseeing all pension, benefits, and investment programs for teachers across the province. This background positions him to help organizations address complex funding, regulatory, and stakeholder challenges with clarity and confidence.

Troy’s background in pension governance, risk management, sustainability, plan design, target benefit plans, pension administration, actuarial services, and asset‑liability management enables him to support clients seeking resilient, sustainable retirement solutions for their members.

Troy is a Fellow of the Canadian Institute of Actuaries (FCIA) and the Society of Actuaries (FSA), and holds a bachelor’s degree in Statistics (Honours) from the University of Saskatchewan, along with the ICD.D designation from the Institute of Corporate Directors. He is an active contributor to the pension community, serving as Chair of the ACPM Prairie Regional Council in 2026 and as an instructor for the International Foundation of Employee Benefit Plans’ MTMS A course. These credentials and professional activities reflect Troy’s deep technical expertise, strong governance perspective, and ongoing commitment to advancing pension knowledge and best practices across the profession.
